Because your score and Category play a role in deciding your rank in the merit list. And cut offs change every year. Considering each top Medical College has a seat intake of 100-150 and the seats are distributed among all Categories, your Category plays a role here. IMU BHS, VMMC, King George Medical College, CMC Vellore all are considered top Colleges and now you cannot hold domicile of all these States and so you have to apply through All India Counselling alone. Which means any score less than 600 is difficult for you to get a seat in the top Colleges.
