Cutoff changes every year due to many factors like total students appearing for exam,difficulty level of paper,category etc factors,so its quite tough to say what could be the exact percentile you need to get.but based on previous year analysis you need to score minimum of 95 percentile to fetch a st rank below 1000.however a percentile above 95 would be much safer percentile because cutoff varies every year.for more information refer to:

I hope you are doing good. I would like to know you that it is very difficult to tell percentile for a specific rank of specfic category as percentile depends on variable parameters which change every year(one of the most important parameters is number of students had appeared in the examination).
