Dear student,

As you are a dropper so you need a gap certificate as a mandatory manner.

For gap certificate you just need to go to the district court or contact any lawyer/advocate and give them the details of your gap year and ask them to make it in the Rs. 10 stamp paper as every stamp paper has a same value in case of gap certificate.
In gap certificate they mention why you have taken a gap and the duration so in some way court affidavit is same but here you do to create it in the name of gap certificate.
And there is no need of police involvement.
