Yes, a student from commerce stream can apply and not only this but students from their streams can apply for it. The only requirement that is to be fulfilled is that one must have studied english till class 12th

You need atleast 85% in aggregate of your best four subject ( 4 out of 5 subjects of class 12 in which you have got higher marks).

To get admission in best colleges of DU you will need atleast 94% in the same aggregate.

Yes you are eligible for BA English, as the minimum eligibility criteria to get admission in the same is that the candidate must have passed 10+2 with atleast 50% marks (From any stream Arts, Science or Commerce) from any recognised board, where English is a mandatory subject to have studied in class 12th, also every college has its different admission procedure and eligibility criteria, so we can't tell about deduction of percentage.
