There are so many engineering colleges in India which can provide you quality education with less fee but to achieve this you have to score very well in board examination as well as in the entrance examination.

There are several engineering entrance exam for which you can appear after 12th :-

1. JEE mains

2. JEE advance( you can appear for this exam after qualifying the JEEmains)

3. CET (common entrance test conducted by different states)

4. BITSAT (birla institute of technology and science admission test)

5. VITEEE (vellore institute of technology engineering entrance exam)

6. SRM JEEE ( conducted by SRM university) etc.

to get quality education with less fee you have to score good in entrance exams and in board exam so that you will be eligible for the TFWS scheme (tuition fee waiver scheme)  there are particular no. of seats for TFWS in every engineering college. due to TFWS scheme the seat holder only expected to pay the nominal fee of the college which is far more less than the actual fees which are normally applicable.

Name of some good engineering colleges :-

1. IIT (kharagpur , bombay, hydrabad etc.)

2. NIT (calicaut , agartala , patna etc. )

3. VIT (vellore institute of technology)

4. BITS (birla institute of  technology and science)

5. university colleges (reputed) etc.

talking about placement you have to achieve a good score to get into a good college which can provide best placement to you and also you have to remember one thing that every college try to provide a placement for you its up-to you that how do you perform in the placement process in the college.

As per your criteria of a college with low tution fee, good placement and quality education with entrance exam other than jee, several state funded engineering college comes to my mind.
The best among these will be Jadavpur University which is always in top 20 college for engineering in India. It's entrance examination is known as Wbjee .You can eye this college if you want your all criteria checked. However there is quite a big share of reservement of seats for West Bengal students and that for students from other states is significantly lower.
