As you said you belong to Bihar how could you apply for UP State counseling because to apply for UP state counseling you should have a Domicile/Resident certificate of UP. In case if you have a UP domicile certificate then to apply only for Government colleges you have to pay a Refundable security amount of 30,000/- and to apply for only Deemed universities or for both Deemed Universities and Government colleges you have to pay the refundable amount of 2,00,000/-.
