I am in class 11th in 2019. But I don't want to give 12 boards jee in 2020 I want to take one year gap can I give these exams in 2021.

Yes you can take a drop for a year and appear for both boards and JEE Mains in the year 2021.
Well, I would suggest you to keep your studies of class 11-12 in continuation and not go for the drop option because class 11 is the base of class 12. Whatever you'll study or learn in your 11th will be all that you will put in application in 12th subjects which are the extensions of your 11th. So there has to be a link maintained in order to have command over the subjects. Hope you're getting my point.!
The studies of higher secondary classes are very different from those of standard 10. If you have future plans for appearing the JEE levels, then you need to start working for it from now onwards. A gap of one year can affect you and your studies in many ways. So think over it and then take any decision.

But I am unhappy with my performance in 11th. I got 97.17% in class 10th due to this I want to repeat 11th and I want to join an institute for 11th.

If you want to make your basics of 11th more strong and work on for improvement then you can go for the drop option. Gap for a year is not so easy and so put all your efforts and hard work to give your besttt.!

JEE exam has at max 3 attempts considering january and april exams as one .That means you can write three years continously .
As you want to take a gap of one year you can take a gap there is no problem with jee exam but you can not take gap in attempting board 12 exam.
As per my opinion give a try in 2020 also as you have still two more chances that brings more confidence in you.
Always remember
"Your attempt may fail,
But dont fail to attempt."
Be sure that one year gap improves your knowledge.
