Yes you can apply for KCET provided you answer the back paper and clear it before counceling or else it will not be possible to get a rank. This process involves registration with mail and password. Then, filling personal details, using generated id and mail, since you are repeating you have to Do registration with mail and password. Then, filling perosnal details, using generated id and mail, since you are repeaing you have to fill to enroll for repeating the exam
