Hello Vinay,

If you were born in AP and have lived there all your life, then you are a local anyway. However, if you have migrated from another state, but have lived in AP for more than 15 years, then also you are considered a local/domicile. You just need adequate proof to show that you have been staying in the state for more than 15 years.
