Migration certificate is issued by the university after finishing university exam. The certificate is used when you change your board or university.
So, yes if you have got a migration certificate then you won't need the TC.
Other documents you should have are listed below :

• 10th Scorecard/ certificate
• 12th Scorecard/ certificate
• Date of Birth Proof
• Entrance Exam Scorecard (soft/ hardcopy)
• Caste Certificate
• Domicile Proof (Domicile certificate/ Birth certificate/ School LC)
• Work Experience Documents (if applicable)
• Graduation Certificate
• Any other degree/ diploma certificate
• Passport size Photographs
