The JEE cutoffs vary with each state and are decided by factors like number of seats available, number of candidates applying, the difficulty level of the paper, the category and quota you belong to etc. You have secured a good rank of 14925. Since you have not mentioned your category , considering it as an AIR rank, few of your best options might be,IIIT Delhi, NIT Silchar,IIITDM Kancheepuram,NIT Meghalaya,NIT Goa,NIT Jhalandar,NIT Rourkela,NITK Surathkal,NIT Calicut, and basically all decent NITs.
As far as specialization is concerned between CSE and IT, CSE is best if you have a good interest in the field and have coding skills . This is because usually placements and future career growth are both really good in CSE.
