I got 15000 rank in IPU CET (BBA) 2019. What are my chances to get admission in a good college?

To be honest your chances of the admission into a good college under IPU is totally dependent upon the 3 rounds of counselling and allotment which you have to go through starting from the second week of June. You can also check the previous Years cutoffs from the official website.
