i got 23 marks in jee main ,should i get admission on iust , my catagory is st and the cut of st in this year is 24

Since, you've not qualified the basic requirement which is cutoff marks, you're not eligible for the counselling as well as admission process.
AT this situation you're not eligible for various counseling so if in any situation you are getting admission in any college just go for it.
