See percentile is the percentage of those students who have scored equal or less marks than you and this depends solely on the difficulty level of paper. General with 250 marks around 91 percentile is a rare case but not impossible because there might be the reason that paper of your shift was easy and other students have scored better marks then you.
With your percentile and category there are no chances for CSE branch in any of the NIT as you have asked in your previous question.
The other reason might be that you have mis-calculated your marks because the marks are not declared by NTA in JEE-Main result.
I would suggest you to go with second attempt of JEE-Main which has been scheduled from September 1st-6th.
