This year the Union Health Minister Harsh Vardhan has announced that the JIPMER and AIIMS colleges in india will be alloted on the basis of neet marks. So you should qualify neet if you want the jipmer college.

The Puducherry campus has expected it's cut off between 580-590 for sc caste. The karaikal medical college has marked it's score between 560-570.

583 is quite a good score in Neet. With this score your expected all India rank would be around 11000 to 14000. You know that the cutoffs change every year. So it is quite difficult to predict. Moreover this is the first time JIPMER will be offering admission on the basis of Neet. So we don't have any reference as cutoffs. Now JIPMER, being one of the best Medical institutes of India, usually has higher cutoffs. Even you belong to SC category, it seems the cutoffs will be above 600 marks. Only 18 seats are reserved for SC candidates in JIPMER Puducherry and 5 seats in JIPMER Karaikal.  So the competition would be higher and your SC rank should be with first 50 to 70. So it seems you have very less chances of getting JIPMER Puducherry however you can try for Karaikal campus.
