Hi ! Yes, obviously you can apply for Jossa counselling and CSAB counselling. You can undergo counselling with any marks and rank. Now regarding admission in nit it's very hard because your rank is not enough to get into it. Still some 3rd tier nit colleges are at your hand that is too at last round with worst streams.
