I got a BDS seat, but i am not intrested to go for BDS , How to go 2 nd phase and it necessary to pay the fee and report the college ?

See..There are two options to withdraw your seat ..One free exit means don't go at the allotted college and fill fresh choices in round 2 and another one join the allotted college and upgrade in second round....
No, its not necessary to pay the fee and report to the college.....
