I got a college in second round of Punjab NEET counseling but I want to upgrade it. They say I'm not eligible because I've got a seat already. Is there any way I can upgrade to another college/quota?

You do not have the option of upgrading in Round 2 of Punjab NEET Counselling. If you want to opt for another round of Counseling which is the Mop Up Round, you have to forfeit the security deposit and then opt for Mop Up Counselling. Then it will be considered a fresh registration. This will again make you eligible for Mop up round and new allotment of a seat. But for an upgrade or new allotment it is not possible through Round 2.
