I have 143/960 in keam.My PCM scores are maths-120/120, physics-110/120, chemistry-120/120. What will be my expected rank? Can I get into a government college? Please help!

However, as per your results, your rank may be around 16414. If the exams are simple/hard then actual ranks can differ in a higher margin.
