I have 66% in 10th , 69% in 12th and 60% in graduation (bba) can I get admission in iim's or other top management colleges

IIM And Top management colleges accept only CAT score. FMS delhi, MDI gurgaon, IMI new delhi, and IITs accept only CAT scores.
XLRI jamshedpur accepts only XAT score.
SPJIMR mumbai, IMT ghaziabad and many other top mba colleges accept both CAT and XAT scores. NMIMS accept score of NMAT by GMAC and 15 symbiosis colleges accept only SNAP test scores.
Admission is based on marks obtained in relevant entrance test such as CAT, MAT, XAT, and their acadmic performance.after that colleges call for PI and GD.

Sir i heard often that low academic score effects chances of getting interview call from top management colleges dose my score is sufficient for get interview call after getting excellent percentile in cat

Yes, you have heared right.at different stages of selection process application rating(AR) score of an applicant will be used. AR is based on their marks obtained in 10th standard and 12th standard (depending upon their stream science, commerce, arts and humanities) and bachelors degree. Application rating of 10th std. Less than 55 - rating score is 1>55 & <=60 . 2>60 & <=70 . 3>70 & <=80 . 5>80 & <=90 . 8>90 . 10And so does the 12th and bachelor's degree of application rating is done..

Your academic scores are a little low. However every IIM has a way to Shortlist candidates in Which CAT percentile is a very very important factor. In spite of having a decent profile if your CAT score Is low you may probably not get any call .
Let me tell u probable scenarios assuming you have crossed 85 percentile in all sections and you belong to general category :
1. IIM A - Feeble chances at above 99.8 percentile if cocirriculars etc are very strong
2. IIM B - Unlikely
3. IIM C - Some chances at 99.6 and above
4. IIM Indore - unlikely
5. IIM kozhikode - decent chances above 97
6. IIM Lucknow - unlikely
7. IIM Shillong - Good chance above 95.5
8. New IIMs - decent chance above 96
9. Baby IIMs - Good chance above 95
In other top B-schools also, you would have a good chance of getting a call. At a percentile above 98/99 you can target FMS, MDI gurgaon, SPJain etc.

Yes you can definately take admissions in top B-Schools . Do score high percentile/score in CAT,XAT,NMAT,IIFT, CMAT,SNAP etc.
