In order to get seat in the core branch you need to oay some amount then actual tuition fees which depends on your rank try attending counseling

With this much rank you can't able to take core branch in these two campuses because for that your rank are too much high. But yaah may be you can get in Amravati or Bhopal  campus having branches like ECE or Civil.

I am sorry to tell you that based on your VITEEE 2018 rank your chances of getting core branches at Vellore or Chennai campuses is quite low under any category.But you can try for other campuses of VIT UNIVERSITY like AMARAVATI and BHOPAL.
