Yes. It is not important when the certificate was issued. As this is a new reservation, it is understood that it takes time. As long as the certificate is authentic and has validity, you are absolutely fine. EWS certificate that you need to produce during document verification or counselling or admission should be valid at the times of document verification, admission or counselling. So even if it has been issued after October 15th, it is still valid and you needn't worry about it.
