Eligibility critera for jee mains is to pass 10+2 with science stream with subjects physics, chemistry, maths and to score 50% or above as aggregate. But there is age limit too, student should not be more than 25 years.

To be eligible to take the JEE mains exam you should have qualified 12th standard (or equivalent) examination in 2017 or 2018 or must be appearing in 2019. Considering that you are appearing 12th in 2019, you are eligible to take this exam.
There is no specific minimum percentage required for being Eligible. You just need to pass your 12th exams/ equivalent.
