I have completed for B.E and B.Tech - Jee Main in January 2019. But, I have not attend the April 2019 Jee Main exam. Am I eligible for B.E?

Yes..You are eligible For B.E..But Your Jan 2019 JEE score is counted as your final score.
Actually They took exam.twice so Best of 2 van be count, If student get Nourveous in One exam.then they can focus on Other opportunity..so.they are conducting JEE mains Twice in year..
But if You attend one than Its Enough to Fullfilling the critetia of BE/Btech admission.

Yes why not.
Its not compulsory to give second jee(April).If you think that your jee January score was good enough to get good college then its unnecessary to sit for april exam.
You are 100% eligible for B.E. need not to worry and best of luck for your future.
