Just merely completing the document verification does not guarantee a seat. Choice filling of web options is absolutely necessary for you to have a chance of getting a seat. If you do not fill the choices before the stipulated time, you are out from that counselling.

BUT since you forgot to fill the web choices, you can now wait for further rounds. If new registration is allowed for further rounds then only you can do it.
