I have got 47 percentile in jee mains January 2019 .Should I gequalify to get admission in Jamia Millia Islamia University delhi?

The percentile is very less and it would be difficult to get a seat or qualify so i would suggest you to give a try in april session study well and try to get more marks and high percentile which would be an advantage to get a seat in good college.
