Irrespective of the category you belong to, the chances to secure a seat in GMC through AIQ with 360 marks are tough , the reason being last year cut-offs have been comparatively higher to your given marks, and further taking into consideration the fact that cut-offs are going to increase this year make it quite difficult in your case,
Cutoffs vary every year based on multiple factors such as seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc.

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But yes when we go through previous data then it suggests that with 360 marks your chances of getting a government medical college under all India 15 quota is very low , to get a seat in Government Medical College under all India quota you should have got at least 600 marks or more in your Neet examination
