On the basis of your rank in UPSEE yes you can surely get admission in your desired fee waiver category seat but make sure you apply/fill up for the same during the counselling process. You can check the official cutoff rank list of previous year by visiting the official UPSEE website so that you know which colleges you will get as per your rank.
