I have secured 83.3% in PCM in my class 12 exam. Will I be able to get a seat in DU if I like to take the science stream ?

Yes you can get admission in an above average college in Delhi University. Being from PCM you can easily get admissions in any Science stream course. If you have any kind of quota it would also help you to a great extent. You have crossed the minimum eligibility of getting 55% in 12th you just need to attain the cut off of the you aim at as the cut offs varies from college to college. Hope this might help you.

if i wanted to study in colleges like hindu or kirori mal i think i will not be able to get a seat as their cut off mark is very high..!!! by the way is it really true that they count only the %of pcm ?

No they don't count percentage of only PCM but of best 4 of your subjects.
i wanted to do honours in chemistry . If they really count only the % of pcm will i be able to get direct admission with my above mentioned % ?

As I don't know your marks you yourself can count percentage of best 4 scored subjects of your 12th
