This year all the 15%all India quota seats of aivpt will be filled through neet exam itself .
As the cut off this year is very high due to relatively easy paper it is next to impossible for you to get any all India level seat even in reserved category as your score is below 450too.
As far as state counseling is concerned you may apply for that .Many states are considering neet score whereas others have conducted there own exam too.
