As you have submitted once your migration certificate in an institution you can't get it, because it means you want to pursue higher education in another institution. Migration certificate helps in getting admission to another institution or any education board and it is issued at the completion of the course along with other necessary documents.

You have to take admission again in class 11th for completing your class 11th and 12th.
