I would like to know what is eligibility criteria for Karnataka State for medical? Can other state students apply?

Yes. Other students can apply for the medical seat in Karnataka. You may have to appear for the state exam of CET. In essence, If you have given The all India NEET examination. On that basis you can enquire for Karanataka medical seat as well.
