According to the rules, eligibility for local status is as follows

If he has studied in an academic establishment or academic institutions in such local area for a duration of not less than four successive educational years expiring with the academic year in which he appeared for or gave the related qualifying exam or

(b) where during the entire or any portion of the four successive educational years expiring with the educational year in which he materialized or gave the related qualifying exam, he has not studied in any academic establishment, if he has lived in that local area for not less than four years directly coming before the date of the beginning of the related qualifying exam he gave. If you satisfy these rules you can apply them within the local status. Otherwise, you can apply as a non-local student.

AP ICET 2022 eligibility standards state that aspirants applying under the General category are required to achieve 50%  in total and reserved category aspirants are required to achieve 45% to be desirable.

If you have domicile certificates in Andhra Pradesh you can go for counseling also. If you are not satisfied with your rank or college you get then you approach through management quota.
