If a class 12 student fail in2019 and re attempt in 2020 and got more than 75% in CBSE then he is eligible for jee 2020 or not

Yes , you will be able to attempt JEE Mains 2020 if you get more than 75% in 2020 CBSE exam.You don't need to worry.
You can also give NIOS examination . It is an educational board same as CBSE. It comes under MHRD,Govt of India. You can appear any national level exam after passing this. One can appear the examination of the subject in which they failed.An option for on-demand examination is available in this. One can save 1 year by this process. The syllabus is very similar to that of CBSE.
