If a seat is allotted to me through neet all india counselling , and I report at that College then can I take part in state counseling?

In the first round of All India Counselling, there is an option of free entry/exit available. This means that even if you report to the college you can leave the seat without any penalization. You can take part in state counselling.
However, in the second round, upon reporting to the allotted college, you cannot vacate the seat.
