If a student is alloted a college through 1st round of state counselling n takes admission there then can she take part in all india round 2

Dear aspirant,
Once you take part in 2nd round of state counciling and are allotted a college seat you will not be allowed to quit that seat you have to take the seat or try for a better seat, in short what ever you get at or after round 2 you cannot forfeit it for state rounds or private
