To qualify for jee advanced, number of attempts not matter much, what matter is only good score and percentile. So despite third attempt one has scored well i.e., in your case 99.9%ile, so yes he is eligibke to attend jee advanced, because he scored good amount of marks.

no he won't be able to seat for jee advance even he is able to get 1st rank i jee mains.
but he can find many better college through jee mains like nit trichy warangal and all even he may go for foreign university like mit where he also be able to secure scholarship( i don't mean mit through jee mains with his knowledge)
