If during first phase counselling your documents were not verified due to some mistake, can you submit correct documents again for second phase counselling in Tsedcet 2020?

What i mean is that even during certificate verification for first phase they didnt make you "eligible " for exercising web options because of some unintentional mistake, will they permit you to re upload your cert for verification again for second phase.
