If you are not alloted any seat in round 1 of AIQ, however you are  alloted a seat in my SQ in 1st round and now you wish for an upgradation ( in SQ counseling)

that means that you have reported in the college alloted to you through state quota . if you opt for upgradation , you will become ineligible for ALL INDIA counselling for second round.

if you are alloted a college through state quota and you do not report then in that case you will be eligible for both AIQ as well as SQ counselling
