The NEET 2019 cutoff (OBC) for government medical college was around 450 marks, and in NEET 2018 was around 500.
Cut-off depends on many factors like difficulty of the exam, no. Of candidates, seats availability etc.  It is a general trend that cut-off increases every year, so you have to score 500+ marks to gest a govt medical college.

According to reservation policy for NEET, 27% for the category Other Backward Classes belonging to the Non Creamy layer(OBC-NCL).

• But to get benefitted from it, your OBC category should fall under the Other Backward Classes (OBC-NCL)- Non Creamy Layer as per the Central List of Other Backward Classes.
• You can check it on  National Commission for Backward Classes (NCBC),
• Government of India website ( http://www.ncbc.nic.in ). Thus, the candidates falling in this list
• get benefit of OBC-NCL Category in all india quota.
• State list OBC-NCL Candidates who
• are not in OBC-NCL (Central List) must choose General.
