If I apply for all India second round counselling MBBS then am I eligible for state second round counselling

Hello,
All India counselling is conducted by Medical Counselling Committee (MCC)  while state counselling is conducted by respective state counselling authority.
No, you will not become automatically eligible for state counselling by filling forms for All India Counselling. You need to fill seprate forms for both.
