Yes, definitely, you can get a government job after receiving a degree from LPU. The degree from LPU is recognized by UGC and also it is accepted internationally for higher education and jobs. I have many acquaintances who have completed their degrees from LPU and working in government organizations such as PSUs, Public Sector Banks, Indian Army, State Government jobs, Educational sectors, etc.

Eligibility Criteria for appearing in UPSC CDS Exam is graduation from a recognized university, LPU is recognized one, that's all matters.

There isn't any consideration regarding private, public, central university.

Also, they have not even set any aggregate for  aspirants regarding this examination.
