if i dont have domililer certificate and it take 7days to make than what can i do

Well you can mail the same to the institution if they allow you to give a document in place of the Domicile certificate and apply for the same right now. And when your Domicile certificate is with you after 7 days you can submit that document later. But this entirely depends on the institution's discretion.
