Hello

It's not correct to.leave any course midway in any government college
The penalty fee is the custody fee.
It may be the fees from first year to final year in your college,but this may vary according to agreement you have done with your college.
And moreover,till you pay the penalty you will not be getting the original documents you have submitted to the college.
