The answer to your question is YES. It is the undergraduate degree that establishes whether you can pursue medicine practice in INDIA or not. Make sure that you have completedUG degree in a college recognised by MCI.
PG degree is not a basic degree but a specialist qualification. It highlights your speicialisation in a particular branch of medicine. However, MCI has approved or recognised from countries like USA, Canada, UK, Australia and New Zealand. Anyways, it is always better to stay in the safer side ,therefore it is recommended that you pursue your PG degree in the countries recognised by MCI.

Out of around 195 countries there are only 5 countries in MCI ,from which you have to graduate as MBBS student and then do not have to sit for MCI screening examinations, namely
Also getting a seat in India would be more easier then getting into these countries.
But if you want to settle back there ,then it would be preferable option.
