If i score nearly 70 to 75 percentage in board exam then i am eligible or not eligible to appear in jee mains

You should either 75% marks or be in top 20 percentile of your board

See that basically you should fall in any one of the categories as below.
1) Either be in top 20% ile of your respective boards(like mp boards , up boards etc)
2) Or score a total of 75% marks in your exams.

There are two type of eligibility criteria for taking admission in IIT and NIT. You will have to be in either any one of them. One is that you are in top 20 percentile of your board and second is you have scored above 75% from any board. If you are not lying in any one of them you can't take admission in IIT and NIT. But still you can appear in jee mains exam, and if you score good you will have many good college options.

Irrespective of your board percentage you are eligible for JEE mains.

To be eligible for JEE you should have to only pass in 12th exam with minimum 5 subjects. But to get admission in NITs and IITs you should have at least 75% score after 12th when you belong to open category. If you are from SC/ST or PWD you are reserved to 65%.

Candidates who completed or in final year of diploma are eligible for Jee main but they are not eligible for admission in NITs and CFTIs. To take admission in this level colleges you have to clear JEE advanced. Then after only you can get admission anywhere like 12 science passed student.

Yes you are. Even if you get less than 70% you are eligible for mains but you won't get any NIT and IIT.
