If the state of domicile is Delhi but OBC certificate was issued by U.P. Government, then there may be chances where the rules for considering a caste as OBC may be different in both states.

So, there are chances that you might be considered obc in UP but not in Delhi. I suggest that you get OBC certificate issued in Delhi itself so as to avoid problems which may arise.
