No there will be no problems if any candidate participates in both MCC and Uttar Pradesh state counselling at the same time. Actually any candidate who has appeared for the NEET examination and has cleared the required cutoffs can appear for MCC counselling and at the same time if he/she fulfills the required criteria set up by state counselling conducting authorities, he/she can also participate in state counselling.

You can participate both in All India Quota, AIQ Counseling and the UP NEET Counseling.

The only case where you wouldn't be allowed to participate in state counseling is if you are alloted a seat in Deemed Medical University in second round of All India Quota Counseling, then you will have to take it and afterwards you can't participate in any subsequent round of State counseling.
