i'm completing my 12th grade in pune and I've only stayed in Karnataka for 3years ..am I still eligible to give the test?

Are you asking about COMEDK UGET ? Yes, students from any state/central board are eligible to apply for admission to BTech through COMEDK. However there are the usual reservation for SC, ST OBC and also students of Hyderabad-Karnataka region.
