No, you need to get your OBC NCL certificate get signed by any Central Government official,

As per page no 102 of NEET 2021 information brochure. You need obc ncl certificate issuied by the competent authorities provided  below:

----) District Magistrate or Additional Magistrate or Ist Class Stipendiary Magistrate or sub-Divisional Magistrate or Taluka Magistrate or Executive Magistrate
----)Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate.)
----) Chief Presidency Magistrate or Additional Chief presidency Magistrate or Presidency magistrate.
----)Revenue Officer ( not below the rank of Tehsildar )
----) Sub-Divisional Officer of your area

So, if your OBC NCL certificate is issued by any of the above mentioned authorities then you can use it for Neet counselling. You don't need to worry at all.

Now that,

limited time is left for neet 2021 , so you should be focusing on your preparation,

• practising chapterwise questions

• then revising the chapters,

• solve at least previous 10 year neet question papers as concept behind the question often gets repeated in the examination so it will be of great help in your preparation ,

• go through neet mock test papers as it will let you know your preparation level and and weak areas so that you can work on them and perform well in your examination.
